Thoughts on NASA's robot challenge/competition?

i there fellow mylotters, i was reading an article not to long ago and it was about NASA's robot challenge competition and its where anyone who can put a robot together build one and enter it into the competition and the robot has to be built so that it can pick up samples and collect them. my thoughts after reading this article is that scientists and workers are starting to get more lazy now days and are throwing a competition to have some people build one for them, and i ask myself why cant they just build one thereselves aren't they suppose to be genius's at this type of stuff. what are your thoughts on this are they using this competition to be lazy or do you think they are just seeing if people can build robots out there?
