answer a question with another question?

If I answer a question with another question, did I give the person an answer or a question? well, in my idea sometimes a question has to be answered with another question because there's not enough information in the original for it to be answered. for example "Am I Smart? I don't know are you?"
sometimes a question is asked in response to a question to direct the mind of the asker in a direction that they just might think for themselves.

I think you still give him/her an answer. Like what u said, sometimes the person asked an unclear question that we need to ask again for the clarification on that question, and I think, that's still an answer, u know, the nature of answer is that it's something said after the question.. right?? ;;)
