Lotion is the best solution for dry skin because it acts as a protective layer, cooling your skin, making it smooth and soft. The other way is to use sunblock if u are always out in the sun. If not, keep to lotion or simply use an umbrella wherever u go. Walk under shades if possible if u are really scared of your skin becoming dry. Some sun on the skin is actually good for us as it's a form of vitamin where we won't be able to find in food we eat.

No reason to feel uncomfortable, just smooth it on and it will help your skin feel better everyday. I use it on the heels on my feet the most cause they get so dry and rough. It will be worth it in the long run, nothing hurts when you use lotion so why the uncomfortableness?
