Writing is a skill because most people can learn how to write well. Journalism (as a kind of writing) can be called a specialised skill but, just as anyone can learn to put paint onto paper to produce a pleasing result yet cannot be called an artist, the thing that separates a good journalist from a competent one (as well as a bad one) cannot really be learned: it is a talent and an art.

Journalism, as such, is a skill. Writing, the passion for the art, the love of it, the drive to do it and do it well, is something we are born with but as for the techniques involved with journalistic writing (or any specific style) is something that can be taught to just about anyone. But even having learned the skills and techniques will not necessarily make a person a "good" writer. That is where that inborn passion and love for it comes into play.

I believe, both. Some people are natural at it. some people hone this skill through constant practice. even though who don't have that natural talent can still improve if they pursue journalism.
