i was using mobile broadband for internet connection in my country. i was got high speed internet download if i got HSPA signal. but when i was got WCDMA it was very very slow connection. the software that i use for this mobile broadband was Mobile Partner. do you guys have some tips or trick how to always get HSPA/3G?

It is normal to have a higher speed when downloading than uploading some files. This works both for wireless and wired internet connections.
HSPA and WCDMA are two different mobile communication technologies. And so therefore each has its own data rate (speed at which data travels). I cannot recall though as to which among the two has a higher data rate.
Your mobile internet broadband device automatically detects which among the two technologies are present in your given location. Normally when you get a better signal strength (which may be seen like an antenna with a signal indicator on the software you're using), your mobile internet device will switch to the technology with the higher data rate. Otherwise, your mobile device will use the technology with the lower data rate.
Increasing your signal strength can be done in different ways:
1. Antenna gain. Check the specification data of your mobile device. Mobile internet devices come with a built-in antenna. (These antennas are smaller compared to the antennas you use on TV sets that's why they can fit inside mobile internet devices such as USB modems.) Look for the antenna gain of your mobile device (usually measured in dBi or dB). A higher antenna gain means a better chance for you to get a good signal. Now since this is inherent already in your device, there is nothing you can do about it. But this will give an idea that when the next time you go shopping for a new device, you need to make sure that you will be buying a device with a higher antenna gain.
2. Mobile phone tethering. As what can be deduced from what's mentioned above, mobile internet signal is best detected using a device with good antenna. And what better device you have on hand but your mobile phone. Yes, mobile phones come with an antenna that's bigger than your USB modems (if this is the internet mobile device you're using). What you can do is remove the sim card from your mobile internet device (you need to locate the sim card slot for your device), insert it into your mobile phone's sim card slot and then you can tether your mobile phone to your computer so that you can surf the internet. Most smartphones nowadays come with a computer suite (software that let's your phone interact with your computer). You can tether your phone to your computer via a USB or Bluetooth connection.
3. Weather. Wireless internet signal, like all other forms of wireless signal, is affected by weather. Rain, snow or sandstorms can degrade the strength of a wireless internet signal. Radio frequency signals propagate in air. Therefore, the presence of suspended particles in the environment can introduce signal loss.
4. Location. If you think you have done all the steps mentioned above to improve your internet signal, perhaps you might need to consider your location. It is not good to position your internet device in a corner of your room. Move it somewhere in an open space where wireless signal can flow without restrictions. Stay away from radio frequency-emitting devices like TV sets and microwaves as they may interfere with your internet device. Or you can go to the attic and do internet surfing there. Just open up the windows so you can get a better internet signal coming from the nearest tower.

just use it in the city. wCDMA and HSDPA by the way has no significant difference. These to signals are already faster than GPRS and 3G . Try to contact your service provider for assistance.

i think it only depends on your location, here in the philippines you can get 4g connections by using globe broadband in the cities, however in rural areas, it is not possible.
