not sleep in night and not wake in morning

Now it is 0:17 UTC,and most of people are sleeping.but some are not .
Most of the people who are not sleep are young pelple .Their habit is :
They don't want to sleep in the night and do not want to wake up in mornig.
In the working day ,they are no choice because the next day they must go to work.
At the weekend ,they maybe play more than half the night or all-night.
What about you ?
