html for visitor post picture

Hey guys, I wonder if anyone here know how to create html to make visitor post their picture to our website? any trick??

what is this for? website or blog? if web i think there is template that provide about that, but for blog i think you must do some trick

this is for website, do you know where I can find the template? I only have contact box template
