Well, two men feel antipathy and each have a big stick.
Neither will lay down their stick for fear of the other
What conditions can allow the disarming of these two men?

Generally speaking they shouldn't. It's a form a power and one that is going to be much needed in the near future. It might not be the safest means of producing energy but it's quite effect. Regardless of you view on coal, oil, and gas; they require a constant supply of labor and processing to produce power. Nuclear, while also requiring some resources, is substantially more efficient.
The biggest drawback to nuclear is the issue of creating weapons and the issue of safety within the surrounding area. Of course they tell us it's safe but look at Japan and Chernobyl. All it takes is some human error to devastate an area. Of course, there's only been 3 incidents worldwide in 30 years and there's a lot more nuclear power plants than most people think. I think we should really be looking at sustainable and more realistic solutions to our needs. Nuclear is a realistic to the unlimited wants of modern society.

In a perfect scenario, I would like to see countries lay down their nuclear weapons.
This option is the epitome of mass destruction. And it's always innocent citizens who bear the brunt.
That's not to say I'm pulling the "war criminal" card or anything like that, but in a hypothetical scenario, like an American President going bonkers and deciding to retaliate with a nuclear weapon, the vast majority of the damage isn't inflicted on the armed forces or the infrastructure, but to the citizenry at large.
If an American President went nuts and others attacked us with a nuclear weapon, they'd most likely never get close to the president or anyone "important" in politics. It would just be killing citizens, citizens who most likely want to get rid of the bozo just as much as anyone else.
This is a stance I've evolved to over time. I'm not feeling the nuclear weapon.

I meant nuclear weapon.
Sad that if there is a nuclear war, we who are in a way not directly responsible for its creation are going to die first.

You are correct that it is the people who would suffer. We're expendable.
As I said above, once that kind of power was discovered, it was inevitable that it be used to kill rather than to help. Now that it is known, the knowledge of it cannot be 'put back into the box'. Mankind's nature will not allow it to be so.

for the sake of the world i would love all nuclear weapons to be scapped but if rogue nations are arming them selves unfortuntly we need them for defense against them.

Depends on which program you are referring. Nuclear weapons are horrible, and I don't see realistic option of using it, since, if someone use it, affected territory is just wasted. And what's the point of conquering territory that can't be used? Not to mention, that if anyone start it, rest of the world will annihilate that power (and most of the rest of the world in process). So, nukes have only one reason of existence, and that's leverage of fear.
About nuclear power plants, they are necessary evil we have to live with. Other sources of energy is either getting more expensive, or running out of stock, and none of us is ready to accept some sacrifices, and change our lifestyle, in order to use less energy.
Everybody is now concern about safety of nuclear power plants, but most of the people forgetting about something of similar (if not greater) importance. Nuclear waste. Used nuclear fuel that stays (radio)active for hundreds of years. Where and how to keep it safely? Should we fly it to the Moon?
I don't think that nuclear power will be abandoned soon.

I think, we have two options are with us. To try to close down the nuclear weapon. Or to explore populating other planets. If there a nuclear war, everybody will die together except those top leaders who would be hiding in the bunker. It's a you die, and I die too kind of a situation. But I think it will be a good idea to explore the possibility of reducing its presence. I think it has yielded fruit in the past.
