Yes, it is HYIP.
Do you have surplus money? (I mean even if anything goes wrong, you shouldn't be worried about it.)
If yes, you can go there. HYIPs cannot be trusted for a long time. This one seems new, so you may be lucky to double your money. However, no guarantee about what will happen when.
