Curtains or not?

I travel a lot and I have realized a very interesting point.
In North Europe you often see that windows have no curtain or the curtain is open so you can see the inside of most houses. However it seems that nobody really stares at others' window. But in East/South Europe and North America most curtains are closed and you can not see the inside.
Why is this? Which one do you prefer? How do you feel about it if you leave your curtain open? Does it make your nervous if others see inside your house?
I like to know what you think about this

At any rate, we see far fewer people hanging net curtains than we used to, though they are often replaced by venetian blinds these days. I like them open at night when it is hot so that I can get a cool breeze.

I am in the US. My house is two stories or two floors. I like to open up doors and windows in the morning on the front of my house because it faces east, but close them as it gets closer to noon as I do not like people being able to see in. I have many layers of curtains, so that if it is really cold in the winter my house is warmer. Usually I just have the lace or net ones, and pull the heavy, solid ones back. I can still see light and notice things out doors, but they cannot see me. Upstairs, I like them open at night when it is hot so that I can get a cool breeze.

An interesting observation. I believe that most people hang and draw curtains primarily to shut out unnecessary light rather than to stop people looking in (except at night, when they serve two purposes - to keep heat in and only secondarily to keep prying eyes out).
I think that, in Northern Europe, as much use is made of daylight as possible, so people do not think to cover their windows, especially during the day. Perhaps, when night falls, they are not so much in the habit of using curtains, so they don't draw them as readily.
There are many other things going on here as well, such as the custom of some people to have net curtains as well as the thicker kind. This custom varies considerably. In Britain, at least, it seems to be something to do with 'class' or 'social status'. At any rate, we see far fewer people hanging net curtains than we used to, though they are often replaced by venetian blinds these days.

Europe is far from America so I guess they've developed their own culture. Here in the Philippines, we also keep our curtains closed because we privacy when we're at home. We don't like someone peeking in our houses and seeing what's on there, or what's happening inside. We like our privacy to be respected.
