Breast Problem - please read and help

hello guys, i would like to ask everyone if you have an idea what type of doctor can we ask for a check up.
i have this friend, she will be turning to 20 this year i guess. her problem is her cup size. she is flat. she wants to consult to a doctor but she is not sure whether she will go to a dermatologist or to what kind of specialization [doctor]. she said her cup size didn't even reach 32..even the A cup size is still doesn't fit to her breast. at her age, isn't it weird? please do comment if you have idea or suggestion.

she would have to see a plastic surgeon
but please tell her she is beautiful just the way she is
Don't change what God has made
she may end up regretting it

hello..thank you for the response.. she is not going to have a surgery. she just want to know if it is normal for her age and if there is a way to increase her cup size without surgery..:)
please feel free to comment if you have any suggestions aside from surgery :)
