i work in a government office and i am a newly hired employee...i was asked by my boss to purchased 6 reams of mimeo papers then i did so.. i was given 1000php to buy the said items.. then i find a store where i can buy the items in cheaper amount... then when i found one... the store owner told me that the item cost 155php per reams which means i could only buy 6 reams.. that would total to 930php.. then i told the store owner that im gonna ask for official receipt then name it the government office that i work with then i ask for discounts if there is.. then the store owner gave me 5 percent discount.. then the next thing is after the official receipt has been given to me i tried to check the official receipt then i noticed something that the store owner didn't give me a discount.. so i asked the owner what happen to the discount.. the owner told me that the discount won't appear in the official receipt and the that amount ill be paying is 883.5php instead of of 930php.. so i paid the store owner and was given a change over my 1000php bill... i now have 46.50php money from a government fund..

Well, under Philippine laws, specifically the Civil Service rules that govern government employees, that is still considered a corrupt practice. The discount should really be reflected on the official receipt. Also, any government employees is not allowed to receive any gift or gratuity in the course of his job. You were buying the paper on an official errand and such you were still disposing your functions as a government worker. Well, reality-wise, this is a common practice. That's why the store didn't reflect the discount. On paper, you did not commit anything illegal. And this is a small example of how those bigger government procurements makes some people rich.

very much agree on the last part... as a new employee, im starting to learn a lot of things in the government... whether its good or bad... also i wonder if there is loop hole to the so called philgeps... i was told by our procurement officer incharge in making philgeps that the so called philgeps prevent the abuse of such illegal acts..

i don't think COA can sue me since the Official receipt basically state the Original prize which was 155.00 php... which means i have done a legal transaction... though the only thing is i was given a discount by the store owner and it didn't reflect in the Official receipt because the owner didn't wrote it in a intentional manner... and besides again.. what is 46.50php compare to Corona's legal benefits and cash allowance that is supposedly be use by him for office purposes yet doesn't require receipts or any proof... though i feel guilty of my actions yet the 46.50 php was used by me of course for fair for the travel expense i incurred which basically was an official trip...

i can no longer do so because the i have already submit the receipt to the office.. anywez, i also watch the impeachment case and im well aware of Coronas situation.. i believe things like this happens because of loop holes in the system... in Coronas case.. he receive allowances or or benefits given to him, more like a privilege that he can use the money without any receipt... this also happens in the goverment agency i work in... my boss receives 11,000.00 every month... the use of this money doesnt need receipts and my boss if free to use the money to what ever purposes he likes

for the intent alone, no. i don't think it's corruption on your part. the amount is only a little bit over a dollar. some may say that big things start from small ones, though may hold truth, but a dollar is insignificant enough to hold no bearings for any political, economical or philosophical influence... thus it doesn't play on corruption in my book.
technically on paper, based on reflected in the receipt, you didn't do anything remiss. did the store owner offered the 5% discount as a means of bribery (?)... i'd rather think of it as an incentive. but it wasn't right not to reflect it in the receipt in the first place.
if you pocketed the 5% discount without any further thought, it can be a question of moral conduct. you can either return it to the store or give it back to your office, either way it would be fine. if the store owner insists on the discount without reflecting it on the receipt, i would have opted on using the discount in buying items from his store which can be used in your office, like pens or notebooks and pass it on as a freebie that can be of practical use at work. or, you can use the P46.50 to add to the fare (ex: taxi) so that it would be easier/faster for you to bring the 6 reams back to your office.
for me, as long as you don't have any ill intent or purpose of personal gain, it isn't corruption.

Corruption starts from there. Unless you prove you're different from them, you'll encounter the same again. Take it or leave it. It's the dare ahead of you. Take the life that way or leave it. Right is right even if everyone is against it and wrong is wrong even if everyone is for it as what the saying goes. Just don't let that happen again. If there's a discount, then tell the store keeper to reflect the true amount. If they know you're that righteous, then everybody will know and that's the start of a good government. You're in the government already. Please try to spark a good light. I know you can do it. Good luck! Don't let our taxes be used by just few abusive individuals.

If it was your money then there's nothing wrong with it. But the fact that you did that as part of your function as a government employee then the discount belongs to the tax payers. But it's a done deal and the least you could do is forget about it. Every one knows that corruption exist in the government and its severity only depend on how corrupt the people working there has become, not every body of course. But let's not forget that even the big fishes started small, but as their greed started to grow their appetite for bigger kick backs grow with it in the process. You have witness first hand how a simple discount contributes to corruption. You could think of ways on how to get advantage of it or decide other wise, it's your choice and that choice depends on your values.

that is why i have a guilty feeling of doing so because of course it was my first time.. what i really wonder is that, is there a way to end this?... how much more when the transaction was hundreds of thousands or millions.. ive seen transaction like that in my office... no wonder there a lot of snacks in the office..

When i was still working at the bank clients would usually give us a thousand pesos for our snacks. We try to dissuade those contractors, but they would say that it's their way of returning our good service.
I think in that way, it isn't corruption on our part.

Yes, my friend that is also a form of corruption. Although the amount is minimal, if you always do that , it will add up to a big amount.
So maybe that's one way of how those big officials cheat the government specially on projects worth millions. 5% of a million will already be a big amount. What more with many millions?
