Who is Simsimi??

Simsimi is becoming so popular today.. But I have just heard of it recently.. I was wondering how could they possibly talk to Simsimi?? Is there like website or a page where you can talk?? Or is this a facebook application?? I never bothered researching.. Maybe anyone here can share..

quite an application but I cannot find out what it actutally is..doesn't talk that openly..
