Trip to Pamalican. Is there have a risk from cyclons ?

Hello guys, some time ago I started a discussion about vacantion in the Philippines and I want to thanks to all who answered me! Now again I need your help. The tour operator company offers me a visit to the capital Manila - landind with the plane there and two days stay. Then follows a trip to Pamalican Island but i heard that there is dangerous if there have cyclons... so I'm sorry for this question but here in Europe we do not know much about cyclones :) and I wand to ask you when is the season of cyclons and is there have a risk :) ?
