Can't Start Video Call in Yahoo Messenger

I always make a video call using skype, but there is time where my chat partner don't have a skype id. If that the case i usually start video call using Yahoo Messenger. But some time, i often found that i cannot make video call with yahoo messenger. They give me reason that are not clear enough, the reason are like this ( roughly translated to english, since i use yahoo messenger for my country ), "Yahoo Messenger can't make this call, please try again later". It is not my connection that have problem, because i can use video call with skype smoothly. And when this happened, i cannot call all my friend. The problem usually disappear by it self after a few minutes. Did you ever met this kind of problem? Did you use yahoo messenger too when the other partner can talk to you using skype?
