In order to resolve this issue, be a verified member of paypal. To achieve this look for local bank in your country and link it to your paypal using bank codes.

You have to follow up with Paypal only. There are many reasons for paypal limiting a member's account. You will find the reason in your member area only. Follow up the matter with paypal. That's the only way. One of my friends here said that paypal are answering queries quicker via twitter. Try to ask them via their twitter link.
