want to check whether a site is scam or not

Hi everyone,
I am back here with a question again, I got an email from some one asking me to sign up for safemula dot com, and that site shows some may to earn money online. Is this a scam or a genuine site, anyone here in mylot knows anything about this site???????

They have $69 registration fees.
From just one sentence above, I have already suggested you to stay away from this site.
Better don't pay in order to get paid..
I saw their system, and all I can saw is just matrix-based system. They might "legit" if you are being able to search for more referrals who are willing to pay membership fees. But it should be really hard, and it looks like you deceive your referrals indirectly. Overall, I don't recommend this site.

First of all, you have to invest $69 to join.
Second, the FAQs are very unclear about how it works. I don't understand why they keep putting the number "5" (the number of 'spots' you can join) in quote marks: there is something there that they are hiding.
Although they claim it is not a 'matrix system', that is exactly what it is. The only thing that makes it 'legal' is that they are offering a 'product' ("Our product is Instant downloads in members area and web site promotion")
I would be very inclined to stay clear of anything like this!
