how to refer friends to odesk?

I've been in odesk for about a year now but there are still things that I dont understand. How do you refer friends in odesk? You see I have a friend that wants to create her own account in odesk. But she needs an affiliate so that I can refer her to clients and she can get a job quickly. I know they have change the regulations and guidelines in the referral program recently. I need someone who can make me understand how this works and how to apply for it. Thanks.
