it has been about 2 decades since i had a pet dog

i am not a dog person that is why. if someone would give us a dog i would decline to receive that dog or puppy. even my sister would ask me if she can adopt a dog. but i said as long as she can be sure that she would be the one to take care of the dog and cleaning of the mess of the dog, then i won't mind. but she wants to do the caring so i didn't allow here to bring in any puppy and give the responsibility to me.

im curious why don't you like dogs? and i don't blame you for telling her, you don't want to be the one who takes care of something that's not yours

If you want to allow your sister to have a dog consider a large mixed-breed. I have had dogs all my life and currently own four. Large "mutts" seem to be the best behaved. Also, they can live outdoors, a major plus to some people. If you get one from an animal rescue or a shelter you will be able too meet the dog and be sure its personality is a match for your sister and household. Puppy's require a ton of work and much like toddlers must constantly be watched. They also require vaccinations and regular vet checks, something which it sounds like you would not be willing to pay for/tollerate.
