How Can I Get The MicroChip In My Dog Changed To My Name When

the owners will not reply? i had called the micro chip place that was the company of the chip that is in my dog to get it switched in my name and they will not do anything till they have the documents from the owner. ok that makes sense BUT the people WILL NOT REPLY to us!
we have tried several times and they will not answer and if he is lost i dont want to have to drive over an hour to get him from a home that he was mistreated and neglected at!
i am going to be moving out of state eventually and i dont want to have to travel states away to get him back if he is lost!
if he is lost in my city/county and for some reason they dont find the chip he is half pit bull and this county automatically kills all pit bulls and wont even give them to shelters for them or adopt them out. they just kill them! so thats always a concern i have.
he has never gotten loose and in past discussions i had posted on how his past owners were and how they lied about his shots and everything and we got him with heart worms and 2 years late on shots which he had to go through 2 month of painful treatments that cost 900 bucks (worth every penny) to cure the heart worms. so yeah i dont want him NEAR those people!
im afraid that if i take him to my vet to get it removed that they will think i stole him. they are like a clinic so you get different vets each time and there is one that knows him and us well but im still worried to bring it up.
surely im not the ONLY person that has ran into this. i mean how many people update it when they move? how many people give their pets away? they got him from the humane society which now automatically chips them so you cant tell me they are always correct.
what can i do to get this switched over? there have been some robberies a few blocks away where they let your dog out of your yard then come back that night and rob you and although he isnt an outdoor dog he does like to go out and play in the fenced yard and roll around, chase rabbits etc. so yeah thats another way he could possibly get loose.
any advice?!?!

With our cats who were adopted we went through the agency to have their chips updated to our name. They had a form to send into the company.

We had a dog that we rescued from a person that was going to have her put to sleep, as they were moving and she was a barking dog.
I took her to the vets that we had used for a few years and they were great,the vet checked her chip then wrote a telephone number down to where we had to call to put the chip in our name.You have to take the dog to the vets say who or where you got the dog from they then log it on the vets computer, this is your safe guard, you then call the company the chip is with, explain to them how you got the dog, how long you have had the dog and the vet you went to see, explain you are not getting a reply from other people where you got the dog from and then they will have no choice to change it.

Can you talk to your attorney, and get them to write a letter to the previous owners, or call the previous owners, to do something about it? If you have proof of currant owneship of the dog (and I'm sure you do) the lawyers should be able to do something about it. Maybe you can even sue the previous owners for legal fees, because they are putting you through this!
