Blown Connection!

Yep. I did it. I ponied up for FIOS about a year ago. Was absolutely sick of the slow internet speed of cable. It was only $15/mth more plus 18k movies vs. 12k and 65% of them free. What a deal! Free DVR to boot!
So, all this time, for only $15/mth more, I have experienced the same up and download times, the same page load times and have watched only 1 movie. I am such the bargain master! 
But most infuriating of all, is that when the wind blows, the service all but craps out. Pages disappear, freeze, take ultra long to load and hang-up on the last unnecessary stupid ad being downloaded. My understanding is that FIOS is run underground. So WTF does the wind knock it out of commission?! What am I missing here (other than another $15/mth I could use elsewhere)? Does FIOS have a conscience? If so, is it that of Popeye the sailor man's? "Well, blow me down!" How's your ISP workin'?
