There's not much you can do with it if it doesn't have the recovery partition.
Did it come with a set of recovery discs? You can do a fresh installation from those and it will basically reset the computer to its factory defaults. It'll put the recovery partition back on your computer when it installs.
If you don't have discs, you'll have to contact Acer to get a set.
Something you can try in a pinch is borrowing a friend's Windows installation discs. It won't give you any of the programs that came with your computer when it was new but you can use the discs to install Windows. Then you just activate it with your own serial number from the authenticity label on your computer.

If the previous user removed the recovery partition with a partition manager, you have to reinstall an OS with a boot CD/DVD. If you have not an original CD for this computer, you can always download an ISO image of a Linux boot CD to burn it and install it. As the 3610 has only 512 Mb of RAM you will probably need to create a swap partition and a Linux partition, but you can also try a live CD or a light distro working only in RAM, like Puppy Linux.
