Migrating to the USA after Obama's Term for H1B Aspiring Workers

American first is one of Obama's stand to ensure that American will be prioritized first before skilled foreign workers in terms of acquiring a job in their homeland. With this implementation, there is a decline of skilled workers who've migrated to USA especially the H1-B aspiring Visa holders. Will there be a change with this in case a new president is elected?
