LOUD neighbors

I am working at home during weekends. Since my work is connected with learning I have to create a conducive environment when I am on call. That would mean clean background, silent surrounding and working equipment. Suddenly in the mid of my classes, my neighbor played music at the top of their lungs that until the third block can hear it. I don't know how to handle them without hurting their feeling or look irritating to their eyes.. And that music will be 12 hours on the go...
