Liberty Reserve does not offer direct account funding or withdrawal options. - http://www.libertyreserve.com/en/help/faq/ You have to use an "exchange provider". Their 'approved' ones are listed here: http://www.libertyreserve.com/en/public/exchangers ... but please still exercise common sense precautions when using them!

If I have to use an "exchange provider" approved by liberty reserve, I would have to pay the exchange provider for it. Let me know whether, after doing all such things, the amount that I would cash out in my local bank would be lower or higher as compared to paypal used for the same purpose. Please keep in mind that I am an Indian citizen.

LR$ can't be withdrawn directly, you'll have to find exchangers for your local money. for ex: here we have some banks which there bankers do exchanging so, we exchange from them. .
