"To be eligible to use the PayPal Services, you must be at least 18 years old and a resident of the United States or one of the countries listed on the PayPal WorldWide page: http://www.paypal.com/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside " See the PayPal Terms of Service.

The Terms make it very clear. See my response below and read the Eligibility clause for yourself. If you lied about your age and/or they didn't detect it, that is your responsibility, because you checked a box to say that you agreed to their Terms of Service.

No.paypal won't allow you and so does many online sites. In online earning sites,I guess you would have mentioned you are 18 and registered.Anyways make a paypal account from your mother or father or elder siblings and use their paypal id to get your cash. These online sites would not know that it is not your paypal id.It pays you to the id as long as you give them one. But,when you turn 18 and when you create for yourself a new paypal id,these online sites will allow you to change the previous id to yours. Some sites may trouble you with id confirmations.Otherwise, you will be all right.

friend, i am also 17 and i also faced such a problem when tried to create an account in paypal. You cannot have a paypal account but you can make an account for your mother using her name and account. I did it in this way. To creat a paypal account you also need a PAN CARD (for income tax purposes.). The important thing is that the name in the PAN CARD should match with the paypal account name and bank account name. So it is wise to create an account for your mother and link this account to your email id. Currently i am trying to link the paypal account with my bank account . I don't know if it is possible. Now i am withdrawing my money to my mother's account.

According to PayPal rules you cannot have a PayPal account if you are not a person of majority age in your country. It is a problem of civil liability. Except if you are emancipated as a teen, you cannot have a PayPal account at 17 years old. If PayPal catch you, your account will be frozen.
