Bill lowering the minimum age for criminal responsibility from 15 to 12 yrs old.

Hello Philippines! what can you say about this bill.. If you will be given a chance to raise your opinion regarding this bill, what will be your side? One of the news today, is about this bill lowering the minimum age of criminal responsibility from age 15 to 12, the basis of this bill is the various reported heinous crime committed by minors now a days that left unresolved because of the law protecting and exempting the minors from any criminal liability. Some are against with it, thinking that 12 years old is just a grade 6 pupil,and some of those minor offenders are being hired by syndicate or criminal gangs to avoid arrest and prosecution,and for them, the logical solution is to run after the gangs and prevent them from exploiting children.. According to them, Theft is the top crime committed by children based on the police record, theft is a poverty crime, children steal because they need to eat and survive,the challenge to the government is to stop children from stealing and provide them the basic social service, provide them food, housing, best education and emotional comfort to shield them from the world of crime. For me, literally 12 years old is still a minor and attached to it is our presumption that, minor still not aware of what they are doing... but in reality, not anymore...children today grow fast mentally,with that age they are capable of doing something and is capable already of identifying what is right and wrong.!

Did you hear the news about the Dr. in bacolod who was killed by 2 minor suspects? One of them has already killed a call center agent and a pregnant woman. Here in our city even as young as 10 years old are already capable of stealing.

It's a real pity that these people have no view of difference on what is right and wrong, just plain survival.Either they didn't have parents to raise them well or they simply didn't have the guidance and that is what happen. i think every one even me is entitled to find a way to give the children to have a future.

Hi LK25, For me the primary reason behind these is the unstoppable poverty that we have here in the Philippines..that is the root of evil.. because you cannot think well if your stomach is aching, on that situation maybe your only concern is to look for some food to survive the day.... that's my opinion.. ( i don't know what is the real feeling)...

It's true that criminals are getting younger and younger these days. But I doubt if lowering the age would hinder these young thieves from committing crimes. And just like you said, they steal not because they want to but they need to in order to survive.

as much as we would like to keep up with the times, for me a 12 year old is still a 12 year old. Those kids are ought to be in school or with other kids in their backyard playing. If there are 12 year old who are capable of doing unthinkable things, i guess they are just victims themselves just like the people they victimized. It's clear that those kids are being exploited so why vent the punishment on them? why not to the adult who let those kids do those crimes? If ever the bill pass I guess it simply means that we lost the battle against crime and those kids, instead of getting the help they need are made fall guys by the authorities, the parents or the societies failure to fight crime.

recently there is a case of a 7 year old girl who are raped and killed by her playmates, the boys are 9 to 12. If you think little boys are the only trouble makers, there is a case few years ago of a Taxi driver who is robbed by 15 year old girls (who are students of a University) the girls shot him and they used the money for a shopping spree.The girls are not from a poor family, they were upperclass sorority girls who did it for fun. In many rape cases... a lot of suspects are teenage boys below 18. There is also a case of a 9 year old boy who stabbed an old woman to take his purse.
