Bank downgrades

So all the credit rating agencies have downgraded several banks including Barclays and i wonder if they will be protected by a bailout if things go belly up, you have greece italy spain and portugal all needing more money if members of the public go bankrupt why cant we have a bailout, it only seems fair to me.
