It is a shame, in fact, that people who are not able to be paid because of OFAC regulations (or, indeed, anyone who chose to do so) cannot, instead, elect to have their earnings donated to a reputable charity - or perhaps a list of acceptable charities. This is something which I think that MyLot ought to consider as an option.

Unfortunately, it is not really PayPal which is the issue. It is the fact that MyLot is a US company and thus has to abide by US regulations. As they say: "While we would love to pay everyone, regulations set forth by the Office of Foreign Assets Control (OFAC), an office of the US Treasury, prohibits myLot from sending money to certain countries. The good news is users from all countries will still be able to participate in myLot discussions. The bad news is users from countries included on the OFAC list will not be able to earn money for their contributions."
PayPal themselves actually list Sri Lanka as a country "to which one may make payments" on some of their pages, however, Sri Lanka (probably because of terrorist activity) is NOT on OFAC's list, so the short answer is that MyLot will not be able to pay you at present. I cannot comment on the policy of other sites except to ask how you are able to use your PayPal account and withdraw money. Perhaps there are still some sites which will accept payments from unverified PayPal accounts?
The good news is that these lists are always subject to revision and that (provided that you merely log in once every 90 days and observe the Terms) MyLot will keep your balance indefinitely until OFAC decide that payments are allowed to Sri Lanka.
