Optional Blinkers!

I wonder what the reasons are for people not using blinkers. I know that all the times I see blinkers not being used is not because they do not work. What possible reason do people have for not using their blinkers? When was it that blinkers became optional?
I also wonder if a person can be ticketed for not using a blinker? I have never heard of anyone being ticketed for this reason?

Well I think first of all, you might have to explain what a blinker is. Not very many people are following what you are talking about right now.
I take it you're not talking about eyelids? Because yeah, I think it would be a crime not to use your eyelids as blinkers :)
