Did Paypal tell you the reason why you have to contact your local bank? I think that must be stated in their email to you. Check it out. As for your local bank, did you get any reply from them? If they don't respond to your email, you have to call their telephone number, to let them know that you really need an urgent answer to your queries. For sure, once you have communications with your local bank you will know the reasons why you are having problems in adding it to your Paypal's account. I never had such kind of problems with my local bank.
