Paypal is an online payment processor. You need money in your paypal account to use paypal, in terms of buying things and such. For instance you can create an account for free, But you need to fund it. Or receive payments from other paypal users. In order to use it. Otherwise you just have an account with no money in it. Which is fine to start. But I'm pretty sure you would want some money in your account, so you can buy things online. I signed up with paypal over a year ago. I didn't fund any money into it. I wanted an account so I could receive payments from websites I use to make money online. I now have a verified paypal account. And I am happy to say it is constantly growing. I am also a premium account holder. So I can accept all forms of payment. This means I can sell things on ebay or from my own site. The next step is a business type account. I have not yet upgraded to that, for I still am not ready to make that step. But as you can see, You can start an account for free with no money, and build your account. Use it as a means of saving or making payments for things online. Good luck my friend! :)

No, paypal is free to use. You just need to add your banking information inorder to verify your account. Then you can add a credit card if you like. And when you transfer money from your paypal to your bank account they do take a small fee. But to add money to your paypal from your bank or credit card it does not cost you anything. You also don't need to keep a balance in your account for purchases if you have a verified bank account and/or credit card registered on your paypal account.
