Is ilburbux a legit paid to click site?

This site has a rotator at the PTC Investigations forum which is why I signed up on it today and requested him to add me to the banner rotators. I found 6 ads of $0.01 each after signing up. However, the payout is 15$ which is way to high and difficult to reach in my opinion. Here's what PTC Investigations says about the site: "While the site has been online for over a year, it has very little current proof that it is still paying on forums and blogs" I wanted to know therefore if anyone has been paid from this site?
