Zodiac Claimed Insanity ~ The confession: A Bacconian cypher?

Well, I have waited and waited and waited for help on this case and it seems there is no longer an interest in catching this killer. I have had no response from cold case at all. Non the less, this American Hero will press forward.
Since eye witnesses put Zodiacs age at 30-45 back when he was active, it is probably assumed that he is dead or too old to be a threat, at least thats what I get from the general atmosphere. By my book, he is 63 and in better shape than me.
I have been pretty confident that a person I know is the Zodiac. He would have been 20 in 1969, roughly the same age as the first girl when she was killed.
The Zodiac claims she had brushed him off and in the confession letter, where he says he is not sick, he is insane, he basically admits he is the same age as the woman he kills. So what the hell went wrong with this investigation? How did they go astray from the proper suspect pool and start after perps who obviously were also targets of the Zodiac? Was the Zodiac playing the field?
As I delve beyond the normal thinking of the police of the day when Zodiac was runnung amok in the San Francisco Bay area, I come to realize that, the technology was not available, the internet didnt even become a tool with cypher generators until the later 80's and the Zodiac had an edge on them that was obsolute: The only code breaking tools of the Day was a 1967 book called CodeBreakers.
As I do my research into the mind of an insane killer, I get the feeling he was a Frankenstein created by a dark shadow within the government. Maybe at some time the government, in its race to create stealth technology,created glitches in the electromagnetic time reference points that human individuals have. You can better understand what I mean here by reading up on the original Phoenix Project.
As I dig into the 'confession' of the Zodiac I come to suspect a Bacconian cypher hidden in the text. I ran several strands and discovered that the letters that had two Baconian letters assinged to them stood out an alone in a seperate text field. These letters just happen to get the first probable cryptogram interpretation as "ABDUCT'
Another solution when the first line of the cypher is read(there are two question marks)and the first letters are replaced with the second letters assigned(only a few do this), I get this:
