Flickering horizontal lines in laptop

In my Laptop blinking horizontal lines are coming continuously. my laptop Model is Inspiron 15R N5110. Please Give me the steps to solve this problem. I added the picture also.

The problem may be due to the screen. may be some chips have to be changed or refixed. your laptop mechanic must be able to find out the reason. I have not come across similar problem earlier. good day.
