Who knows well about Elance?

Dear friends. I joined Elance several days before. And still puzzled about lots of places of this site. First, some job posts show they have been rewarded to one contractor, should we still send applications to such posts? I saw so many contractors, including old members of this site still send applications to such posts, then i had a try too. Second, the status of the job posts, some show time left "14 days", does it mean it will select a right contractor in 14 days? what if the client makes his or her mind before that deadline. I mean what if they choose what they want in the first day? will the job post still hang there? How can we know what kinds of job posts we don't need to waste our connects? For one job post, today i saw its time left is"closed", but my application has not be declined and my connect still not returned back to me. Does it mean only after we withdraw our application, then the connect will be returned to us? When i want to raise some questions in its water cooler, it says i can't make posts since i have not passed the Elance Admission test. Where is the test, when i search in its searching bar, i can't find it. If you are a member of Elance, please share these information with me, thanks in advance.
