Adsense - Have some questions :)

Should I use on my blog adsense if I was banned like 4months ago? What would by the min cash out? And would i get it into my bank?
I just don't know what to do with adsense... It's giving a lot for others but not for my :/ What do you think guys should I do?

I got disapproved about three weeks ago, and my site is written in Mandarin, and I have 4000 pageviews for a month, this month, It still show dispproved, I don't know how to reopen it really.
