Knowledge or quantitative skill which is important

If a person having good knowledge about the work is necessary or he must have quantitative skill. I saw several people without job due to quantitative skills but those people are very talented in their work. Why companies give more imporatant to quantitative than knowledge.

Every body is trying to improve aptitude skills but somebody will have the aptitude talent. So, you are making all people have that talent. But if your service is for india or the world.
