If you're not planing on much gaming or using advanced big programs i3 processor would do I have it and overclocked it a bit and is still good enough for anything I use it from latest games to programs like corel draw. Than a decent graphic card and motherboard and case with 2 big fans and you should be able to get all this for around 400$ probably. Of course more money usually means better performance but not always and you don't need to overpay if you don't have a big budget.

You can go an older desktop PC which will be available at lower prices. You can ask your nearest computer dealer for a good old PC that can Run windows 7 OS.
