since the atm does not have minimum amount balance and no penalty or whatsoever if you got low funds on the atm. even if your balance becomes zero it is just okay it will not get you any penalty. you only need to pay the fees for withdrawing money which is about $0.25 .so i think it is very cheap actually. so i actually recommend it to our helper.

actually it is only smart money. but you would deposit in BDO also.

No you can't. You can only use it to verify your PayPal account
