First - yes, they are PayPal fees. Paypal charge fee for almost each money transfer (this is one of their main source of income).
However, the question is - who pays the fee.
- Normally the person that gets the money is paying the fee as a reduction from the amount he received.
- Business account (that pays payapl for the account)- are free of the fee, and I think they can even send money without the senders having to pay as well.
Also each time you send some amount you can choose to pay the fee yourself. This way the person that got the money isn't losing anything.
Most of the money making sites are either business account or that they are paying the fee - so you don't see any reduction.

As far as I know you must verify your account before you can sent money out of it (you have no problem receiving money while it isn't verified).
However, I read several comments from people from other countries claiming it isn't a problem, and I'm not sure if they meant it isn't a problem to verify your account or to take the money out from it while it isn't verify.
So I don't know if this is different in other countries. In my country it is must.
I'm sure you can check Paypal policy about your country.

it would be nice if they could do that but you have to get a certain amount before they send it to you. i believe that it is $20 you have to have and they will send you the money. i hope this helps

I think there are no person who would send you fund in 5 cents through paypal because
I am sure charges are given who makes any transactions with paypal,so you would just receive the a deducted amount from your total amount expected to receive.I have never
yet experience to claim my money from my mylot discussions because I wanted to make it bigger when I claim it.

Yes, there are sites that have 5 cent minimum cash outs :) I was just wondering if there would be a paypal fee for those types of transactions. Thank you for your response.

It is doubtful if such a small amount will be allowed to cashout by sites.

I don't understand what you mean, becouse I have always gotten my full amount when I have withdrawed from a site. I don't think paypal charge fee's, only admins do.

I don't think paypal would charge you for a 5 cents transaction. I think that would be impossible. For a start the minimum transaction over paypal is $0.50 so your 5 cents would not quality. And I don't think there's no website that would pay a transaction fee just to forward 5 cents to its members account. I maybe wrong about this but, its only my ridiculous opinion too.

I believe Paypal does charge a fee for money coming into your account; sometimes you pay ut and sometimes the site you get it from pays it. You do NOT have to have a verifed account to purchase online. You need a verifed account to have the money transferred to your bank account. Now, I could be wrong, but I don't think so.

dear
there are no charges. I use quickrewards and i cashout all the time with 1 cent. I mean it probaly depends on the site you are using to see if they will cover the paypal charges or not. Very few sites will allow you to cashout with 5 cents and not all of them are legit.
