Best Value Desktop Computer? Any Suggestions? I'm Planning to Buy a new PC

Hello guys out there, I just want to ask for your suggestions regarding buying a new Desktop Computer because my current one is really bad and having much problems already. I am looking for A value pack computer with not so high price and of good quality. You can suggest brands from Intel, Amd etc. By the way I live in the Philippines and I'm not sure if we have the latest specs and sets of computers here. Thank you all guys for your respsonse.

i think it's better to upgrade than to buy a new one, you can upgrade your mothereboard, buy intel i3 and 512MB VGA card, i think that's a great spec and it doesn't cost too much :)

I'm not sure if that will work since I have Pentium 4 computer with ddr rams and agp video card. I'll try to canvass here for prices. Thanks ^_^
