Do non US - resident freelancers pay taxes to two different countries?

I was recently working on something that required me to fill out a Tax form. It's a W-8BEN tax form, for non-US residents. It says that it will take a cut of 30% on my gross earnings (which is gross!
).
Now, I was reading my country's (Indian) tax form the other day. Although I do not earn enough to be taxed now, I will have to pay taxes if and when I do. As I am officially a resident, I will have to pay taxes here too.
So, will I have to pay taxes to two different countries? Have you faced a similar situation ever?
