In the third world, criminal activity happen most of the time because of financial background, that's relatively easy to fix if the government want it to be fixed. What's hard to fix if things like this happen in rich country where everybody is already wealthy. Financial is no longer the only background people doing this, some of them is just mentally ill, and this is harder to fix.

The main reason could be trace back to poverty that they have to gamble their lives stealing or stabbing someone to claim his cash and jewelry just to be able to exist in this world and have something to eat.
