smart money or gcash

i am thinking of getting one of this card now that i am here in the philippines but i am having dilemma which one is better and what are the requirements on how to apply for this does anyone here from the philippines using this both card which is better

I'm only using the smart money and when apply, it took 1 week before I got the card and pay P30 only. It has 2 years expiry date and you can link it with your Paypal. Depositing on BDO don't have any charge fee and transferring money to other other smart money cost 2% charge. So, overall this is a fast, easy and headache free electronic card.

I don’t usually use mobile cash transfer, since I find it slow in their process, why not use wireless money transfer such as western union? Or have your Internet money link to your bank account such as a verified PayPal account that you can link to your bank account and send your money direct from PayPal to Bank accounts, it’s somehow reliable because you need not to go to the establishment to confirm your money. You can easily check it on online banking.
