I need a foolproof kitchen garbage can to keep my dog away

I have this dog that goes into the garbage. I bet no one's ever had a dog who wouldn't do that but how do you stop it?!! He knows it's wrong, once he's done it he goes and cowers in his kennel. But he just won't stop. We're trained not to throw bones in there cuz of him but geez - who owns this house anyway?!?!
