I think you meant, Crop Circles.
Yes, most of the crop circles are created by Aliens and the government does know the fact but due to obvious reasons they won't disclose the truth. However, a detailed information regarding crop circles can be found at this link:

Hi owlwings,
Think for a minutes why and how someone will create a crop circles and there are certain very complex crop circles which had radioactive radiation.
Generally people don't believe in Aliens existence but if you take a few photos of crop circles and try to create the same using compass and other instruments on paper, you'll realize how tough it would be for someone to create something like this on acres of land and that too in one night and that too when no one sees you. 
Government has to give some cover up story but we should always use our brain before believing in any story..

Hello! I do not believe the crop circles are made by aliens. Perhaps because we used to make them when we were kids in the fields. it's actually very easy to make them. All you need is someone good at math, and a plank, rope and a stake. You just put a stake in the ground and measure out the rope, tie it to the stake and make circles, Remember, they are called crop circles, because this is how you make the circle. I don't know much about it either way, but it's kinda easy. Also, why on earth would I wish to talk to an alien who travels light years to earth with all their technology, and just messes with our grass? Really, would I want to talk to something that silly?

Very simple crop circles may be caused by natural events such as localised whirlwinds or dust-devils. The very complex (and beautiful) ones which you often see photographed are designed and made by humans (often math graduates).
The element of secrecy is very important to the fraternity of crop circle makers and they love to pretend that they are made by some mysterious, alien agency but this is just a long-standing and well perpetuated joke.
People who really believe that they are made by aliens are the kind of people who still believe in the tooth fairy!
