Can I plant these?

I have re-grown several different types of produce I have purchased. Right now they are either in bowls with water or sitting on damp newspaper. One or two of the lettuces (which were originally hydroponically grown) are still growing but starting to look wilted. None of the veggies I'm regrowing have grown roots. I'm wondering if I should pot all of the veggies even if they do not have roots.
Can I pot the lettuces? If not, what should I be doing to keep the lettuce from looking droopy.

For growing plants, I found two interesting technologies. The first is a soap made from compost, which is produced by blowing air into the pot with compost (compost is in some bag) and with water. Some food for bacterias (aerobic) can be added (molasses). Another technology comes from the ancient times where it has added charcoal (10%), which serves as home for bacterias (Terra Preta soil). It would be nice to merge these two technologies into one and see the results.

Yes, that would be a fun project. I'm just trying to keep my lettuce from wilting right now though
