What is her problem?

Yesterday, i encountered one of the most outrageous action ever taken by a human pet owner in my entire life, this neighbor of mine was shouting at her puppy that she left in the balcony from morning till evening, this poor little thing was barking with his lung out until its voice can only cry out weakly as the hour passed into evening, this stupid owner will came out to the balcony every hour shouting out loud the word 'QUIET' in the hope that this poor little fellow will understand her 'human' language and quiet down immediately; instead of taking her time to find out the real cause of this little fellow's incessant barking, she practically do nothing of that nature trying to see whether the puppy is simply feeling too hot and thirsty for staying outside under this high temperature (100 degree) day or he is just hungry for a meal. So my friends, have you ever experience such a type of personality or behavior demonstrated by a dufus living close to you in your neighborhood, so how you going to deal with someone like that and what's the reason you think for someone to act in such a despicable manner to a puppy?

Have you considered calling the police? Seriously this woman ought to be charged with neglect. I wish you had to pass a test to own a dog. Apparently making people get licenses doesn't help.
I can't remember the last time I saw something that stupid. I wouldn't be able to help myself I'm afraid. I'd ask her to trade places with the dog and see how quiet she'd be.

It never cross my mind to call the police department at that time, since i don't believe police department in my city will likely to give much thought about me complaining about a pet owner shouted out loud at her personal pet in the morning, the operator may put me on hold for several hour before i can even speak to a detective in charge of animal abuse, let alone it id doubtful there is such one unit in the city's police department. Due to my personal experience calling up police department reporting suspicious criminal activity in the past, tell you the truth, i am not particularly impressed on the quality of police operator handling their job, let alone thinking that they will agressively pursue this particular pet abuse complaint, one shouldn't expect any positive action will be taken by them after all. They will definitely tell me to call animal abuse center, not police department. hehehe..... I assume i can't really do much to a dimwit of such nature after all, so here i am, ranting inside Mylot to all my friends.

I'm afraid your neighbor is not a singular case. I've seen many other dog owners stupid like her.
Why? - did you ask? Hmm, I see no reason but their ignorance. They know nothing about dogs and they expect dogs to understand human language without any effort from their part. A dog can understand human language but you have to establish a relationship with your dog before asking him to listen to your voice.

You are right, plain ignorance on their part, it never stop amaze me how some of these pet owners can react when their pet acted in a perfectly animal way to tell us somethings. It must be really horrible for that puppy to be adopted by an ignorance bast*rd like that, Doh! :-( :-(

Unfortunately there is nothing you can do to help the poor puppy.
Some persons decide to become dog owners only after they had seen some movie or something. Then, they imagine the pup comes with the whole package of knowledge included. They suppose the puppy will know how to behave and will be like a puppet, doing only what their master wants from them. But we know this can't happen in reality.

Your neighbor was abusing the puppy, plain and simple. She would come out and shout at the puppy, but not notice that the puppy was in need of water, food, or just wanted some attention? It is because of pet "parents" (and I use that term lightly) that dogs will attack. She needs to be reported to your local animal control-if they observe the abuse, they will take the puppy away from her and she will either get a fine or jail time. How terrible!

It is just terrible for that puppy to go through the situation, the freaking hot temperature outside is enough to make him restless and fill with anxiety, it never stop amaze me how a person especially a pet owner can be that cruel and clueless, may be the purpose of her having a puppy is to torture him, most of the people who want to own a pet, they are more than happy to let him live inside the house with them,definitely not leave him outside to feel the hot temperture during summer day. True, i should report her to animal abuse center in my location if it happen again.

Some people are like that , they have no common sense . My grand mother would just cuss my cat for making noise lol I would just hush my little kitty . I hate when people are acting mean to animal .

Yes, she is like cussing at him every passing hour at the balcony, it is kind of funny thinking back about it, i can hear her loud voice easily inside my home; i will no doubt get tire of doing that repeatedly if it is me; in my mind, i am thinking did she really believe that the puppy understand her and will quiet down?? I am totally clueless and deeply bother by her action. Me too, i hate those cruelty some one inflicted on animals too.

Its more like Animal Cruelty. Next time she does just call Animal Control and let them know there is a dog out on the balcony next door to you in the underconditional weather that that is going on by you. Let them know the dog is barking to come inside and the owner is telling it to be quiet. The owner has no respect for animals and probably should never have them. I just dont get people sometimes that have animals and cant spoil them.
I spoil my dog so much and hes like my child to me and sleeps with us and is always with us and he is very small and has a stroller and loves being around his daddy the most.

My heart cries for this dog , what kind of a heart does this owner have ? If you want a dog , be sure to be responsible , dogs are just like human being , needs to be cared and loved. It is not enough to feed those dogs , care and love must be there.
I just love dogs so much , that i can't afford them to cry .

The sun ray fall directly on the balcony in the morning hour, and it is summer time, temperature outside is like a killer heat wave, without any shade, human will find difficulty to stand and breath under such condition, for a puppy or kitten , it is a lot worse since the hair on their body can keep them hot and sweaty rather quickly. The pet should be inside the house not tie him outside when the temperature outside is so high. This women is either cruel or clueless by shouting the word "Quite" at the puppy every hour when she began barking furiouly due to whatever reason. She need to be in prison for her action instead of sitting comfortably inside her air conditional home while the puppy is placed outside suffering.

Wow!! Personally this is Cruel punishment and if I was to continue to see something like this every day I would be calling animal control. No way should anyone who owns a pet not take time to notice them. Leaving them outside without any Food or water in weather like this is absurb. It is a wonder nothing happened to the dog. How would the women feel if she was the one left outside with no food and water for so long?

She definitely will complain, whine about it, get angry, or even take revenge against that person who did that to her by locking her outside the house. But it it doubtful anyone is able to do that to such type of person in the first place in a real world, unless he is asking for trouble. True, it is just cruel to do that to a puppy.
