unable to sleep last night...

Again last night our abused neighbor's dog had been wailing and crying the whole time. It was in the middle of the night and the poor dog's cries sounded like he was in great agony. This neighbor's dog has scars from burns, is very thin, there isn't much hair covering his body and is tied with a short rope. This time they tied it far away from our sight so we could just hear it wailing the whole time. I used to feed this dog whenever it escaped but now it's been more than a month that the dog hasn't gotten free from the tie that they use, sometimes they just use electrical wire to tie around his neck. Poor dog. I really feel very bad about him. I do want to do something for this poor creature but there seems to be no agency or animal rights organization in our area that addresses this problem. If I go straight to them, they would say I am meddling and you know how these uneducated neighbors are. It would surely lead to something very bad. I don't know what to do but I do want to help this poor dog. Please suggest.

I saw in your profile that you are from dumaguete? I just do not know if they have an office there. But you could still try to contact them and then maybe they can coordinate with someone.
Or, you can also try reporting your neighbor and the abused pet to your local TV station. It's a human interest story, and I am sure that they would like to help as well as feature it on TV for people to become aware of animal cruelty.

I think it is not better to give a recorded video from your hands to the TV stations. Some how they will recognize that you had done the things, which will create something troubles between you.
If you are trying to do it for sure make sure that you will not be caught by your neighbors.

If you don't have any pet org in your area, how about your country? The social media is the best tool to attack this people. You can take a picture of the poor dog's condition and tell a story about it, post it to any of your social media network and i'm pretty sure the agency concerned would be able to address that.

If you're on twitter and following some concerned citizen, you can tag them and they'll surely do something about it. Happened here in my place and we got justice.

For that dog's sake I sure hope you can find someone to contact to get him taken from those who abuse him. I would be reporting them and possibly even cutting him loose myself. I have no tolerance for those who torture animals this way.

I'm afraid you can't do much. Such people think it is their right to mistreat their animals. For them, the poor dog is only an object, they don't understand dogs are living beings that have needs to be fulfilled.
The only help you can give to the poor dog is to feed him and to give him water when you can.
I remember the story of a girl in my country. She couldn't stand her neighbors' dog suffering any more and she kidnapped the puppy. She had found a good home for him, far from that horrible place, and she took him to his new home right away. Her neighbors didn't even asked what happened to the poor dog.
Could you do that for the poor dog from the neighborhood?

Everybody would notice if I do that. My neighbors are always home. I'm the one who is always out and when I come home I hear the cries of the dog again. I think the dog can smell of my arrival and it wants to free itself because he knows I would feed him, but that hasn't happened for a month now because they have tightened the tying of the poor dog who keeps on wailing in agony.

A good approach or a smooth approach to a matter will make the things. Try to tell them the real situation of the dog to them in a good way. If they are good humans they will surely understand you and will surely thank you for opening their eyes.

hi cutie there is a P hilippine National Cruelty to Animal society and a local veterinarin can locate it for you and also they will
not use their name at all in seeing the dog and stopping the
abuse.so call them please the dog needs your help.

cutie the National Association For the Prevention of Cruelty to Animals has chapters all over., Find the one closest to
you give the location of the dog and how it looks and
how it cries piteously all night. they will do the rest.
Your name will be kept secret bu t they will investigate
and stop the abuse too.they will not think you are meddling
at all.

the dogs tend to keep shouting at times in my ears.you can go out and take this dog to your home and help it out.its better to approach the dog since it is pathetic

From country where you from? Call a help from a government agency which held cases in animal cruelty. Poor dog. Report it to them, it is so injustice for the dog to be treated like that. The wounds and scars has to be cure immediately. It is not also advisable to use that kind of rope on them. Go on, save that dog :(
